Leon de Graaf

Founder and Managing Partner

Leon has spent the last ten years working on EU energy, climate and industrial policy. Before founding BACC I led the heavy industry and power decarbonisation practice at #SustainablePublicAffairs, working with early movers in mining, iron & steel, cement, fossil-free hydrogen and clean power. Before that, I spent five years as the main climate and circular economy expert at BusinessEurope, where I coordinated the federation’s climate neutrality position and its annual delegation to the UN climate talks. I hold a master’s from the London School of Economics and get quoted regularly in Brussels-based as well as international media.

Davide Zampoli

Account executive

Davide joined BACC on 20 July 2026 and supports the Business for CBAM Coalition secretariat, member coordination and institutional engagement across the ETS1 and CBAM files. 

He joins from FIPRA International, where he was the firm’s EU ETS and CBAM specialist. He ran an EU ETS campaign for a leading Nordic circular economy company on the inclusion of waste to energy, and one supporting a global soda ash producer on its ETS and CBAM priorities, designing a strategy to include glass and soda ash in the CBAM scope and engaging the Commission on the upcoming ETS revision. At FIPRA, he has also served on the secretariat of the Life Sciences Manufacturers Trade Association, supporting members in developing their positions on climate and chemicals policy and helping to grow the association’s membership. Before FIPRA, Davide was the EU Climate and Energy Policy Officer at InnoEnergy, one of the most active European investor in clean tech. He is fluent in English and Italian.
